Yet another possible good opportunity for IMGs, not only for a clinical observership but also getting to do pulmonary medicine research alongside.Of course, logically speaking, this experience would be especially useful for candidates planning on pulmonary medicine / critical care fellowships later on, but since thats a sub-specialty of internal medicine, candidates with interests in Internal Medicine should find it useful too.
Specific Notes:
1. If a visa is needed, Only J1 visas are accepted for the purpose at UCI - Note that a J1 visa for a visiting research associate / fellow / observers is not automatically subject to a 2-year home stay rule [212(e)] - read more on this on my post about types of J1 visas .
2. You can get your own short-term Health Insurance - if not, the brochure gives contact information for help on that issue.
3. Since this is not a post-graduate training position, the California letter (or PTAL) should not be necessary.
4. This is NOT a J1 RESEARCH FELLOWSHIP - rather it is an unpaid and voluntary research - another reason why I strongly believe this J1 will not be subject to the 2-year home residency requirement.

Is this J1 a J1 scholar visa for a short period of time like 6 months or something? so this do-not-return-to-home-country rule applies to all J1 research visas used for research as a postdoc/fellow?
I have been offered a research position on a 6 month J1 from a good university and I almost declined it yesterday thinking that a 2 yr return to home country rule would apply. I was totally unaware that it might not require me to return home before residency. Could you please throw some more light on this.
Working as a J1 research scholar / fellow / observer , etc. does not automatically imply that the 2-year Home country rule applies, but the 2-year home country rule will apply for conditions (liable to change) that I covered on the article about types of J1 visas
Secondly, the visa officer at your home country may stamp a 212(e), meaning that he/she feels that the J1 is subject to a 2-year home rule - yet, it may not apply despite the stamp, that can be confirmed by getting a j1 visa advisory - like i covered here
Finally, google some j1 lawyers willing to give a low-cost / free consultation before you accept the position to see what can be done to avoid the 2-year rule

Answer 1:
Once you are accepted, the institute will issue and mail you a DS-1029 form that you will need to fill out along with supporting documents to get the visa stamp
Answer 2:
Generally speaking Its a bad idea to switch visitors visa to other visa types within the USA (since a visitors visa is telling the visa officials that you have no intention to stay), even though the status may be approved within the US, later when you enter to US again later on, there is a risk of rejection

Hello Vikram, thats the irony of competition. A center must be getting saturated with applicants after I post info on this blog - I removed links to two programs that I had previously listed after requests from the individual programs that they are not accepting applications and were overwhelmed with inquiries coming from readers from my blog..some people did get responses, and once they are swamped, they may not reply until they are free again
