Below-market pays for Temp. IMGs in Australia ?

Like the US has H1b visas for employers to hire temporary skilled foreign workers, the "457 visa" allows employers to hire temporary skilled foreign workers in Australia.
This news report talks about income figures released by the Australian Medical Association
"The Australian show the average salary of general medical practitioners on 457 visas was $82,100 in 2006-07, an "extremely low" figure according to Australian Doctors Trained Overseas Association president Andrew Schwartz."
While the general figures look like these:
"Australian Medical Association put the average general practitioner's salary at $102,000 in 2001-02.A hospital registrar earns a base salary of between $73,000 and $91,000."
Hmmm..I am more inclined to think that the low figures are due to the fact the 457 visas are mostly used to hire IMGs in the remote, rural Areas of need, which will anyways have low-paying positions even for local docs. IMGs (Also called OTDs = Overseas Trained Doctors) aiming for Australia might already know that they DO NOT NEED to take the AMC (Australian Medical Council) exam when it comes to working in primary care positions (or Non-specialist positions) in designated Areas of Need on a temporary, while the AMC is required for permanent residency status (PR) and for post-graduate residency positions.
